Most pensioners in Ukraine receive less than the subsistence minimum: Hetmantsev

The average pension in Ukraine has increased to 6,410 hryvnias, but most pensioners continue to receive payments that do not reach the real subsistence minimum. About this informs Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, Danylo Hetmantsev.

The deputy drew attention to the fact that the average pension remains lower than the actual living wage for disabled persons.

“According to the latest data from the Ministry of Social Policy, the actual subsistence minimum for this category of persons in February 2025 prices was 6,685.5 hryvnias (and in June prices it should be closer to 7 thousand hryvnias). That is, the average pension is now equal to about 92% of the current actual subsistence minimum for the disabled, which brings the majority of pensioners below the poverty line.”, – said Hetmantsev.

According to him, as of July 1, more than half of pensioners received pensions lower than 5 thousand hryvnias. At the same time, for 5 out of 6 pensioners, the average amount of payments was less than the actual living wage.

The average pension on July 1, 2025 was 6,410.17 hryvnias, which is 10.2% more compared to July 2024. At the same time, according to the data, in June 2025, consumer prices increased by 14.3% in annual terms. This means that the real pension has decreased by about 4%. According to the statistics of the Pension Fund of Ukraine, more than half of citizens receive pensions that do not exceed 5 thousand hryvnias.

The minimum pension was last increased on January 1, 2024 and currently amounts to 2,361 hryvnias. The government plans to index its level in accordance with the forecasted inflation rates: in 2026 – by 8.6%, in 2027 and 2028 – by 5.9%.
