NACP records an increase in cases of declaring cars at an undervalued price

The National Agency for the Prevention of Corruption (NACP) continues to check declarations and analyzes cases of property acquisition by declarants and members of their families, in particular cars, at prices that are significantly lower than market prices. NASC records an increase in the number of such cases, reported press service of the department.
The agency established that in 2022, the declarants purchased 1,470 passenger cars of the 2022 model year, of which 63 were purchased at a price of less than 400,000 hryvnias. In 2023, the purchase of 4,000 cars of the 2022-2023 years of production was declared, of which 150 also had a cost of less than 400,000 hryvnias. In 2024, the number of such cars increased to 5,390, and 336 of them were declared at a similarly low price.
NAZK explains that the low value of vehicles is often related to their physical wear and tear or technical condition — they are usually cars purchased abroad at auctions or after traffic accidents that require extensive repairs. In this regard, the agency recommends that declarants keep documents confirming the reasons for the reduced price at the time of purchase.
In addition to technical reasons, the price can also be affected by the family relationship between the seller and the buyer – for example, if the transaction is between spouses or brothers. However, if the car is purchased from third parties without clear objective reasons for a significant decrease in value, this may indicate a hidden gift, an improper benefit, a reduction in the tax burden, or the presence of an unsubstantiated asset purchased without confirmed sources of income. In case of detection of such unsubstantiated assets, NAZK will take into account the market value of the property, and not the one specified in the purchase and sale agreement.
