Number of weight control violations: results of the first five months of 2025

In the first five months of 2025, 2,441 violations of weight norms by trucks were recorded in Ukraine, which is significantly less than last year for the same period. According to official data of Ukrtransbezpeka, this is 34% less than in the same period of 2024. About this informs The opendatabase.

For comparison: almost 3,700 cases of overloading were recorded during this time last year.

The total amount of accrued fines in 2025 amounted to 29.55 million hryvnias, which is also a significant decrease. If compared with the amount of fines last year, the drop is more than 2 times. In 2024, this figure was close to 70 million hryvnias.

The average amount of one fine remains stable and amounts to about 12 thousand hryvnias. This may depend on the degree of exceeding the permissible load, the number of axles in the vehicle, the driving route and the characteristics of the road surface.

Control is carried out using WIM (Weigh-In-Motion) systems — technologies that allow cars to be weighed simply in motion, without stopping. The data is recorded automatically, after which violations enter the Ukrtransbezpeka database. As of June 2025, 57 WIM complexes located in 20 regions of the country are operating in Ukraine. They are located mainly in areas with high traffic intensity of heavy goods vehicles, in particular on international and national highways.

The reasons for the decrease in the number of violations may be different. On the one hand, the effect of preventive influence probably worked — drivers and carriers became more attentive to compliance with weight restrictions, aware of the risks of financial sanctions. On the other hand, a certain role could have been played by the decrease in the total volume of transportation, in particular against the background of economic instability, war risks, changes in logistics routes or seasonal fluctuations in the traffic load.

There is another important aspect — preservation of road infrastructure. Overloaded trucks are one of the main reasons for the rapid wear of asphalt, the formation of ruts, cracks, and dips. According to official estimates, each ton exceeding the standard significantly increases the load on the road surface, especially in the summer, when the pavement is more vulnerable to deformations.

Reducing the number of overloads has a positive effect not only for the state budget in the form of a reduction in road repair costs, but also for improving road safety in general.

Further improvement of control systems is expected in the future. It is planned to expand the network of WIM complexes, automate the procedure for imposing fines, and integrate with other systems — for example, with customs or police databases. Such measures are aimed not only at punishing violators, but also at building a transparent, responsible model of freight transportation in Ukraine.
