Over the year, the number of raiding cases in Ukraine decreased by 11%

Last year, 323 criminal proceedings related to raiding were registered, which is 11% less than in 2023 and 1.8 times less than in 2021. About this informs The opendatabase.

Only 28% of the cases reached court, which is slightly higher than the first years of the full-scale invasion. At the same time, in 2021 and 2020, this indicator reached 40%. The vast majority of criminal proceedings (74%) relate to the forgery of documents (Article 205-1 of the Criminal Code). Another 17% of cases were opened due to opposition to legal economic activity (Article 206 of the Criminal Code), and the rest related to illegal possession of property (Article 206-2 of the Criminal Code).

Also last year, the Office for Combating Raiding received 722 complaints, which is half as much as in 2021. In total, over the past five years, 10,710 such appeals have been made. Most of the complaints (86%) relate to the seizure of real estate, another 14% – attempts to illegally appropriate business.

In the last two years, the share of appeals from citizens has decreased to 36%, while complaints from businesses have increased to 42%. In addition, the share of appeals from local self-government bodies increased to 17%, while in the period from 2020 to 2023 this indicator was 7% on average. Only 30% of submitted complaints were upheld in 2024, 43% were rejected, and 27% were left without consideration on the merits.
