Privatisation of the Bilhorod-Dnistrovskyi port: one bidder with an offer of UAH 90 million

The 13th auction for the sale of Belgorod-Dniester Seaport was held today. Bids were accepted the night before. According to Prozorro.Sale, only one bidder registered to participate in the auction.
This bidder was Top-Offer LLC, which offered UAH 90 million, while the starting price was UAH 88.98 million. Taking into account VAT, the offered amount exceeds UAH 108 million.
According to YouControl, Top-Offer is registered in Kyiv, and its ultimate beneficiary is Yevhen Boguslavsky.
Even if there is only one bidder, the tender is considered valid. ‘We hope for the successful completion of the privatisation and the beginning of a new era for the company,’ said Oksana Kiktenko, director of the seaport.
The winner will now have to pay the specified amount and sign a sale and purchase agreement.
Previously, 12 auctions were held to sell this asset, but none resulted in a deal: either there were no interested bidders or the bidders refused to sign the sale agreement.
The previous auction was scheduled for 31 October, but again there were no buyers. At that time, the starting price was almost UAH 178 million, which was halved for today’s auction.
