Russian business worth a billion hryvnias passed to a person from the entourage of the head of the Odesa Regional Military Administration Kiper: ‘Schemes (video)

The business of Russian businessman Ihor Naumets, whose assets in Ukraine are estimated at 1 billion hryvnias, despite the sanctions of the National Security Council and the arrest, passed to a new private owner, bypassing the state. We are talking about the Unigran holding, which is engaged in the extraction of minerals in the Zhytomyr Region and the production of paving slabs. The holding includes production complexes, machinery, wagons and hundreds of hectares of land. This is stated in investigation “Scheme” (Radio Liberty project).
The journalists established that the new owner of these assets was a businessman from Brovary, Serhiy Shapran, who is associated with the head of Odesa OVA Oleg Kiper, a former prosecutor of Kyiv.
Unigran attracted the attention of law enforcement back in the summer of 2022, after which its assets were seized, and in the spring of 2023, Ihor Naumets, a citizen of the Russian Federation, was sanctioned by the NSDC. Naumets himself confirmed to journalists that Shapran promised to help with “solving problems”, but in the end “intercepted” the business. Shapran, in turn, declared that all his actions were legal.
The SBU and the SBU opened a criminal case against “Unigran” on charges of “financing terrorism”, “creating a terrorist group” and “tax evasion”. Investigators believe that the company illegally mined minerals and channeled profits to finance Russian aggression, including supporting the occupation administrations in Crimea and eastern Ukraine.
In the spring of 2023, the NSDC imposed sanctions against Naumets, his advisor Olena Kalpa and several Cypriot firms that control the Ukrainian Unigran companies. Despite this, Naumets’ assets remained in private hands due to the decision of the Pechersk Court, which lifted the seizure of the property. The Attorney General’s Office, which appealed the decision, ultimately withdrew its support.
A month after the arrest was lifted, part of the assets — land plots, buildings, and special equipment — were transferred to Shapran’s companies at an undervalued price. To re-register the property, Shapran together with the company manager Naumtsia created several new companies, through which the acquisition of assets was carried out. Journalists also discovered a connection between Shapran and Kiper through Volodymyr Osipov, Shapran’s business partner and Kiper’s godfather.
Oleg Kiper told reporters that he did not know either Naumets or Shapran, but confirmed his acquaintance with Osipov, noting that he did not interfere in his business activities.
