SAPO sent to court the case against the ex-deputy head of the State Fiscal Service

The Prosecutor of the Specialized Anti-Corruption Prosecutor’s Office, relying on the materials of the NABU pre-trial investigation, directed to the court the indictment against the former deputy head of the State Fiscal Service of Ukraine (SFS). He is accused of abusing his official position, which caused significant damage to state interests.

According to the investigation materials, in June 2017, the said official, acting in the interests of a specific business entity, deliberately did not sign the draft decision within the set deadline based on the results of the consideration of the taxpayer’s complaint against the decision of the territorial bodies of the Federal Tax Service. Because of this inaction, in accordance with the provisions of the Tax Code, the complaint was automatically resolved in favor of the payer.

In order to hide the intentionality of his actions, the official artificially created the impression that it was impossible to sign the document. He was authorized to make decisions based on the results of consideration of tax complaints. Due to his actions, the state lost the right to collect taxes and fines in the amount of more than 641 million hryvnias.

On February 25, 2025, he was informed of suspicion under part 2 of Article 364 of the Criminal Code of Ukraine. This article provides for deprivation of liberty for a period of three to six years, with a ban on holding certain positions or engaging in certain activities for up to three years, as well as a fine in the amount of 500 to 1,000 tax-free minimum incomes of citizens.

According to information edition LIGA.net, we are talking about Serhii Bilan, who held the position of first deputy chairman of the Federal Tax Service between May 2015 and December 2019. The events that became the basis for the case relate to June 2017.
