Saudi Arabia opens real estate market to foreigners

In Saudi Arabia, foreign citizens are being given access to the real estate market: from the beginning of 2026, they will be able to acquire property within the defined geographical zones. However, special conditions will apply to Mecca and Medina, the holy cities of Islam. About this informs Arab News edition.
The Kingdom’s cabinet recently approved a new system that will open up property ownership to foreigners, particularly in key cities such as Riyadh and Jeddah. This will greatly simplify procedures that were previously significantly limited. Currently, foreigners face a number of obstacles: ownership can only be exercised in certain areas, and separate government permission is required to purchase.
According to the new decision, the right to acquire real estate will only be allowed in specially designated regions to be established by the General Directorate of Real Estate of Saudi Arabia. Guidance on the implementation of the new regulations is expected within 180 days of the law’s official release, and the system is scheduled to be fully operational in January 2026.
The goal of the reform is to intensify the development of the real estate market and attract foreign direct investment. The new rules will also provide for clear procurement procedures, criteria for foreigners, requirements to fulfill purchase conditions and an application process, taking into account the potential economic and social impact on different sectors of the country.
