The Cabinet of Ministers approved new rules for duty-free shops

The Cabinet of Ministers of Ukraine approved new rules for the operation of duty-free shops. From now on, only citizens who leave the territory of Ukraine or are passengers on international flights can purchase goods at such trading points, and only on condition of presentation of a passport. About this it is said in the resolution of the CMU No. 741.

According to the new rules, duty-free shops must meet the requirements of the Customs Code: be sealed outside of working hours and open only in the presence of a customs representative. The work schedule is coordinated with the border service. Marking of goods takes place within three days after placing in duty-free mode. If a discrepancy between the declared and actual assortment is found, a description is drawn up and an act is drawn up with the participation of the customs officer.

The sale of goods without customs clearance, by prior order or in installments, as well as the sale of samples, is prohibited. Notices prohibiting the sale of alcohol and tobacco to minors must be posted in sales halls. Cash registers are equipped with video surveillance cameras, and each payment is accompanied by a check with the data of the cashier and the buyer. All primary documentation and accounting registers must be open for inspection by the customs service.

The new rules are aimed at strengthening control in the field of duty-free trade, increasing the transparency of operations and preventing possible abuses.

We will remind you that on August 30, 2023, the President of Ukraine, Volodymyr Zelenskyi, signed a law introducing restrictions on the sale of tobacco products and alcohol in duty-free shops. According to the document, duty-free tobacco trade is limited to a daily limit for one person — no more than 50 cigarettes, 10 cigars, 20 cigarillos (up to 3 grams each) or 50 grams of tobacco, including sets whose total weight exceeds the specified limit.
