The Cabinet of Ministers approved new rules for labeling alcohol and cigarettes

The Cabinet of Ministers of Ukraine approved a new procedure for labeling alcohol and tobacco products using electronic stamps. About this reported Ministry of Finance.

“From January 1, 2026, electronic stamps will be used for labeling in the form of a graphic element (DataMatrix code), which is applied to each individual pack of tobacco products or bottle of alcoholic beverage, or container with liquid used in electronic cigarettes.

The adopted resolution is a logical continuation of the launch of the Electronic System for Excise Goods (E-Excise), testing of which has been ongoing since March 1, 2025 and will end on January 1, 2026.” – says the message.

The Ministry of Finance notes that they expect an increase in the level of traceability of the circulation of excise goods and a decrease in the share of the shadow market of alcohol and tobacco. Citizens will also be able to check the legality of goods through a special application. The ministry predicts that the new system will improve the administration of the excise tax and contribute to an increase in revenues to the state budget.

The previous procedure, approved by Cabinet Resolution No. 1251 of December 27, 2010, will expire on January 1, 2026, with the exception of certain transitional provisions that will remain in effect until September 1, 2026.
