The Cabinet of Ministers began to develop the Employment Strategy

The Cabinet of Ministers of Ukraine has started the development of a comprehensive Employment Strategy. It should be the answer to the main challenges of the modern labor market: the transformation of the economy, the consequences of war, the aging of the population and the impact of digital technologies. About this informs press service of the Ministry of Economy of Ukraine.

“The restoration of the labor market is one of the key tasks of the Government. We have significant potential among veterans, women, youth, and people with disabilities, who need to be actively involved in the labor market. To do this, we have started the development of the Population Employment Strategy, which is focused not only on updating the legal field, but also on reducing unemployment, combating informal employment, and strengthening social protection.” – said Tetyana Berezhna, Deputy Minister of Economy of Ukraine.

According to forecasts of the National Bank, in 2025 the unemployment rate in Ukraine may reach 10.9%. During 2024, 389,000 people were registered in employment centers, however, as experts note, the actual number of unemployed is much higher. Tetyana Berezhna emphasized that the restoration of the labor market is a key task of the government. Special attention is planned to be paid to the involvement of veterans, women, youth and persons with disabilities in economic activity.

The future strategy envisages the creation of new jobs through the development of small and medium-sized businesses, attracting investments and supporting social entrepreneurship. It will also include mechanisms for professional reorientation, which will allow people to acquire new skills in accordance with current market needs.

Particular attention is paid to inclusivity: the strategy provides for the introduction of flexible and remote forms of work that will contribute to the involvement of youth, women, veterans and people with disabilities in economic activity. In addition, it is planned to reform the state employment service, including digitalization of services, updating labor legislation and ensuring transparent interaction between employment services and employers.

The development of the document is financed by the German government with the assistance of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH within the framework of the initiative “REYOIN – Promotion of the socio-economic integration of Ukrainians returning from abroad, internally displaced persons and the population of host communities in Ukraine.”
