The Defense Ministry’s Joint Stock Company is introducing a new drone procurement model

The “Defense Procurement Agency” of the Ministry of Defense of Ukraine presented to drone manufacturers an updated model of drone procurement for the Armed Forces of Ukraine. Its purpose is to stimulate the development of the domestic market by creating a competitive environment, clear rules and the possibility of production planning. In this way, AOZ aims to ensure a quick and predictable supply of drones for the Armed Forces, as well as to provide manufacturers with a clear understanding of the demand and actual needs of the army.

“In 2025, the state budget provides more than UAH 128 billion for the purchase of drones by the Defense Procurement Agency. We are changing approaches to make these funds work effectively: we are creating clear rules for the market, ensuring predictability for manufacturers and results for the military.” – said the director of the Department of Procurement Policy of the Ministry of Defense of Ukraine Hleb Kanevskyi.

AOZ is introducing new tools for interaction with the market, which will allow not only to better meet the needs of the military, but also to attract a wider range of manufacturers. In particular, direct contracts will be used for the procurement of unique and specialized drones, while maintaining the current approach in critical procurements.

Drones with similar characteristics will be combined into framework agreements, which will allow for competitive bidding among manufacturers — primarily FPV drones. In addition, the DOT-Chain Defense platform is being implemented — a marketplace where military units will be able to independently choose the drones they need.

“During conversations with manufacturers and the military, we saw key barriers – non-transparent procedures, difficult access to participation, lack of dialogue. That’s why we updated our approaches: we created clear rules, simplified entry and made the process predictable. This opens up the opportunity for the market to scale, and for the state to quickly cover the needs of the Armed Forces.”, – emphasized the director of AOZ Arsen Zhumadilov.

Among the important changes is the verification of suppliers for direct contracts. It allows you to make sure that the company is not connected to the Russian Federation, Iran or Belarus, has adequate production capacity and financial stability. After successful verification, the supplier is included in the relevant register, which significantly reduces the time for further checks and allows you to quickly receive requests from health insurance companies.
