The Verkhovna Rada has prepared a concept of economic reservation, which takes into account the capabilities of enterprises from different regions of the country and wage levels. A list of requirements for employers and employees who wish to take advantage of this initiative is currently being developed. In particular, enterprises must meet the criteria set by the tax service, have no debts and demonstrate an impeccable reputation. About this told People’s Deputy Oleksiy Movchan on the TV channel “Kyiv 24”.
He explained that the main goal of the bill on economic reservation is the legalization of workers who are currently working illegally and are hiding from mobilization. Deputies also expect that this initiative will help stimulate the economy and attract an additional 100 billion hryvnias to the state budget.
In order to be eligible for mobilization protection, businesses must meet the following requirements:
- official employment of employees.
- absence of fines, violations of tax legislation and tax arrears.
Movchan noted that even enterprises that do not belong to critical infrastructure, but work officially and pay taxes, can take advantage of economic reservation.
“Even if it’s not a critical infrastructure object, but it’s just an enterprise that just pays, just produces something, or does business and pays taxes honestly”, – emphasized the deputy.
Requirements for individual entrepreneurs
According to Movchan, separate criteria will be established for individual entrepreneurs, but he has not disclosed the details yet. The deputy emphasized that the reservation system should be based on the “principles of equality”, taking into account the different levels of economic development of the regions, but at the same time establishing the same conditions for everyone.
Protection from mobilization can be obtained by a citizen whose salary exceeds the average level in the region. For example, for Kyiv it is more than 21 thousand hryvnias, and for Poltava region – more than 16 thousand hryvnias.
The company will pay 20,000 to 30,000 hryvnias to the state budget for each booked employee — the exact amount is still being discussed.
