In Ukraine, to ensure transparency during raid inspections conducted by Ukrtransbezpeka inspectors, an exhaustive list of control questions has been approved. Based on it, the work of the eInspector system — a digital tool for checking commercial transport — has been launched. The eInspector system will function in accordance with a clearly defined list of questions that the inspector of the State Transport Safety Service of Ukraine has the right to ask during the inspection of cargo transport, buses or taxis. Based on the answers, the system will automatically create an act on detected violations.
“It is important for us to ensure not only road safety, but also transparent and understandable mechanisms for checking commercial transport. The basis should be clear rules, without the possibility of corruption risks and abuses. This is important both for the carrier and the driver, as well as for the employees of Ukrtransbezpeka. That is why we have jointly developed an appropriate check list. This list of questions will be used equally during the check of Ukrainian and foreign carriers. The eInspector system will work on its basis.
We are already starting to apply the digital procedure to foreign carriers, the corresponding tablets have already been transferred to places in the regions. In the summer, we plan to scale digitalization to the control of Ukrainian trucks as well,” – stressed Oleksiy Kuleba, Deputy Prime Minister for Reconstruction of Ukraine – Minister of Development of Communities and Territories of Ukraine.
The Ministry of Development reminded that carriers and drivers have the right to take photos and videos during scheduled, unscheduled or raid inspections (road inspections), provided that this does not interfere with the inspection itself. In addition, Ukrtransbezpeka inspectors themselves also record the inspection process using chest cameras.
