The ESBU served a notice of suspicion to members of the criminal group for embezzlement of funds allocated for shelters

Detectives of the Territorial Department of the Bureau of Economic Security (BEB) in the Kyiv region reported the suspicion of five members of an organized criminal group, who are involved in the embezzlement of more than 14 million hryvnias of budget funds allocated for the purchase of civil protection shelters for educational institutions in Kyiv region. The investigation established that during the procurement of rapidly constructed protective structures for educational institutions, officials of the private company that was engaged in their production, in collusion with officials of local self-government bodies, supplied and installed shelters that did not meet the requirements of DBN V.2.2-5:2023 “Civil Protection Protective Structures” and DSTU 9195:2022 “Quickly Constructed protective structures of civil protection of the modular type”.

As part of the investigation, BEB detectives conducted searches at the supplier’s production facilities, at the residences of officials, as well as at educational institutions that purchased unsuitable shelters. As a result, documentation related to completed contracts for the supply of shelters for educational institutions, which became part of the evidence base in the pre-trial investigation, was seized. In addition, a number of additional secret investigative actions were carried out.

Currently, the organizer of the criminal group and two executors of the scheme have been notified of the suspicion. 5th century 191 of the Criminal Code of Ukraine (appropriation, waste of property or taking possession of it by abuse of official position). Suspicion was also announced to the accomplice under part. 5th century 27 and h. 5th century 191 of the Code of Civil Procedure, and to an official of the education department of one of the city councils – according to ch. 2 Art. 364 of the Criminal Code (abuse of power or official position).
