The European Commission fined Glovo and Delivery Hero 329 million euros

European Commission imposed fined Glovo and Delivery Hero for a total of €329 million for participating in a cartel in the food delivery sector.
According to the results of the investigation, which started in July 2024, it was found that the companies shared markets, shared confidential information and agreed not to lure employees.
“This is the first decision in which the Commission has found a labor market cartel and the first time it has sanctioned the anticompetitive use of a minority interest in a competing business.”, the message says.
Delivery Hero and Glovo are two of the largest companies in Europe that provide food delivery services – prepared in restaurants or in professional kitchens – as well as groceries and other non-food items ordered through an app or website.
In July 2018, Germany’s Delivery Hero acquired a minority non-controlling stake in Spain’s Glovo and has since gradually increased its stake through further investments. In July 2022, Delivery Hero acquired sole control of Glovo.
The European Commission concluded that between July 2018 and July 2022, companies gradually eliminated competitive restrictions among themselves, replacing competition with multi-level anti-competitive coordination.
These actions were found to violate EU antitrust rules, including Article 101 of the Treaty on the Functioning of the European Union and Article 53 of the Agreement on the European Economic Area. Delivery Hero was fined €223.29 million and Glovo €105.73 million. The European Commission noted that the amount of the fine was reduced by 10%, as both companies admitted their guilt.
