The European Commission plans to prepare a decision on the return by Poland of 91 million euros allocated for the purchase of generators for Ukraine

In 2026, the European Commission plans to issue a legal decision regarding Poland’s return of EUR 91 million, which was allocated from European funds for the purchase of generators for Ukraine under the leadership of the previous “Law and Justice” government. This was reported in the European Commission, responding to the request RMF FM.
According to the commission, based on the findings of the European Anti-Fraud Office (OLAF), an analysis of the generator purchase project, which Poland was supposed to implement in 2023, will be conducted. The report, which will determine the impact of fraudulent actions and become the basis for a further legal decision on the return of funds, is expected no earlier than 2026. After its preparation, the commission will establish a specific schedule of payments, while the amount of compensation will not exceed 91 million euros — that’s how much Warsaw received under the terms of the agreement with the EU (another 22 million euros were not transferred).
This incident is related to the scandalous purchase of generators, in which the former head of the State Agency for Strategic Reserves of Poland, Michal Kuchmerowski, appears. The Polish investigation established that he facilitated the conclusion of a contract with an event agency that repeatedly cooperated with the former government “Rights and Justice”. As a result, the purchased generators turned out to be of low quality and were never delivered to Ukraine – according to information, they were used for Polish rescuers during the election campaign of Kuchmerovsky, who was then competing for a deputy seat in the Diet from PiS. He was wanted last year.
It will be recalled that OLAF completed the fraud investigation back in June 2024, and the results became public only this week. According to the results of the investigation, OLAF demanded from the European Commission the return of slightly more than 91 million euros, which had already been provided in the form of pre-financing.
