The family of a SBU colonel bought a penthouse in the center of Kyiv worth 16 million hryvnias during the war

During the war, the SBU colonel’s family bought a penthouse with a terrace in the center of Kyiv, the cost of which is 16 million hryvnias. About this it is said in investigated hromadske journalists.

In February 2025, Svitlana Borys, the mother-in-law of Oleksiy Prokopenko, head of the SBU department in the Khmelnytskyi region, bought a 179.5 square meter penthouse in the Shevchenkivsky business-class residential complex in the capital. The apartment is located on the top two floors of a new building and has its own terrace with a view of the city. Its market value reaches 360 thousand dollars. At the same time, the property rights for the apartment were issued to Svitlana Borys for 4.5 million hryvnias.

In the same month, she purchased a parking space in the same residential complex, the market value of which is about 40 thousand dollars. In general, only within one housing complex Svitlana Borys invested approximately 400 thousand dollars in real estate – more than 16 million hryvnias.

In addition to real estate in the capital, the woman also bought apartments in the regions where her son-in-law served. So, in 2019, when Oleksiy Prokopenko held the post of deputy head of the SBU in the Odesa region, his mother-in-law became the owner of two apartments in local business-class residential complexes — in the Avinion complex for $50,000 and in the Olimpiyskiy residential complex for $63,000.

At the end of February 2025, she sold one of her Odessa apartments, and instead bought a more modest home in the Shchaslyvy residential complex in Khmelnytskyi, where her son-in-law was working at the time. The value of this object is estimated at approximately 40 thousand dollars. At the same time, Svitlana Borys herself does not live in Kyiv, Khmelnytskyi, or Odesa – together with her husband, she lives in an old house in the city of Nizhyn.

The parents of the special service officer also started buying real estate in the capital after their son was transferred to serve in Kyiv. Although they have their own home in a village near Kyiv, in 2015, after retirement, Prokopenko’s father purchased an apartment with an area of 53.2 square meters in the British Quarter residential complex for $14,000, despite the fact that the market price of such an apartment at that time was $36,000.

The following year, he invested 56,000 dollars in a non-residential premises with an area of 88.5 square meters in the residential complex “Barcelona”. The colonel’s mother, 73-year-old Nadia Prokopenko, bought a 2019 Tesla Model 3 in May 2022, the market value of which is about $20,000. She is also the owner of an apartment in the Royal House residential complex in Kyiv — officially, the housing cost her $32,000. The apartment was decorated for her back in 2013.

In response to journalists’ inquiries about the origin of relatives’ property, Oleksiy Prokopenko stated that he was divorced from his wife. However, as noted, the marriage was dissolved only in the summer of 2025 — after his mother-in-law had managed to purchase expensive real estate worth hundreds of thousands of dollars.

Commenting on the family’s wealth, the SBU colonel explained their purchases as years of savings. In particular, according to him, Svitlana Borys allegedly engaged in the wholesale trade of food products from 2002 to 2022. However, according to her FOP, she was registered as a retail saleswoman. Last year, she changed her profile and switched to clothing trade, declaring an income of 2.15 million hryvnias. At the same time, this amount is also not enough to explain the purchase of an elite penthouse in the center of the capital.
