The Government approved the Medium-Term Plan of Priority Public Investments for 2026 – 2028

The Cabinet of Ministers of Ukraine approved the Medium-term plan of priority public investments of the state for 2026-2028. About this informs press service of the Ministry of Economy.
“For the first time in history, Ukraine received a medium-term public investment plan – with priorities, main directions and financing. The plan includes 170 directions in 16 sectors, of which 51 are identified as priorities. More than 581 billion hryvnias will be directed to critical areas — more than 198 billion to transport, 120 billion to energy, 82 billion to education and science. We are building a system where every hryvnia works for results. This is a step towards strategic investment in the development and recovery of the country.” — said Yuliya Svyridenko, First Deputy Prime Minister and Minister of Economy of Ukraine.
The plan covers 12 priority sectors, including: transport, municipal infrastructure and services, housing, energy, education and science, health care, social sphere, legal activity and judiciary, public finance, environment, public services and digitalization, public safety. In total, 51 main areas of public investment are foreseen, coordinated with the goals of the State Strategy for Regional Development, industry strategies and other state policies.
It is predicted that the approximate maximum total volume of public investments for three years will amount to more than 581 billion hryvnias. The sources of financing will be the state budget, international financial organizations, special funds and state guarantees. Most of the funds will be directed to the following areas: transport (over UAH 198 billion), energy (over UAH 120 billion), education and science (over UAH 82 billion), health care (over UAH 43 billion).
All projects will undergo preliminary selection and will form the Unified project portfolio of the state. Only those initiatives that correspond to the approved priorities will remain in it, and it is from this list that further funding will be carried out – transparently and systematically. Projects must meet four cross-cutting goals: energy efficiency, adaptation to climate change, equal opportunities for women and men, and barrier-free access to services.
