The government has regulated the redistribution and return of humanitarian aid

The Cabinet of Ministers of Ukraine adopted a resolution that defines a new procedure for the redistribution of humanitarian aid between legal entities-recipients, as well as its return to the donor in the event that it cannot be used as intended. About this informs press service of the Ministry of Social Policy.

“The new orders remove a number of restrictions, which will allow more prompt assistance to those who need it most, more efficient distribution of resources and directing it to those for whom it is relevant.” – the message says.

According to the innovations, in order to carry out the redistribution of humanitarian aid, the recipient who transfers it must send a request to the recipient in electronic or paper form. The request is accompanied by a letter from another acquirer confirming the agreement to accept assistance, as well as a list of categories of final acquirers in need of support.

According to the resolution, the submitted request is considered within 10 working days, and for medical humanitarian aid – up to 20 working days. The reason for refusing to satisfy the request may be, for example, an incomplete package of documents or the impossibility of using the aid as intended.

After the completion of the redistribution, within 5 working days, the acquirer who transfers the aid is obliged to give the recipient certified copies of the documents confirming the fact of the transfer. There is also a special procedure for returning humanitarian aid to the donor in cases where it cannot be used for its intended purpose.

“Yes, goods recognized as humanitarian aid and imported into Ukraine can be returned to the donor under the customs export regime. For this, a customs declaration must be submitted in the form of a single administrative document. Among the documents submitted by the recipient of humanitarian aid to the customs authority, there must be a letter from the donor agreeing to return the goods at the expense of his funds.” – the department explained.

In addition, the adopted changes allow correcting errors in declarations for the import of humanitarian aid when crossing the border. At the same time, this does not apply to situations involving violations of customs rules or lack of supporting documents. It is also now possible to make changes to the information about the recipient of humanitarian aid specified in columns 1–3 of the declaration, subject to the consent of the donor.
