The increase in teachers’ salaries was postponed until the end of the war

The Cabinet of Ministers postponed the implementation of the resolution № 822, which provided for an increase in the minimum salary for teachers to four living wages, until the end of martial law. In return, teachers will be given a monthly salary supplement.

According to Government Resolution No. 1286, adopted on November 8, 2024, teachers of state and communally owned general secondary education institutions will receive a monthly supplement for special working conditions.

Previously, Resolution No. 822, adopted back in 2019, was stopped several years in a row due to limited finances. According to this resolution, by January 1, 2025, the salary of teachers should have amounted to 17,424 hryvnias (a ratio of 4.84 from the subsistence minimum). However, due to the lack of funds in the budget and the difficult economic situation, the government postponed the implementation of this resolution until the end of the year after the end of martial law.

According to Resolution No. 1286, the surcharge will be:

  • from January 1, 2025 — 1,300 hryvnias (1,000 hryvnias “on hand”);
  • from September 1, 2025 until the end of the year, when martial law is canceled or terminated – 2,600 hryvnias (2,000 hryvnias “on hand”).

The supplement will be determined in proportion to the volume of the educational load and/or pedagogical work and will not depend on the experience of the teacher or the location of the educational institution. Minister of Education and Science Oksen Lisovyi noted that the payment mechanism will be automatic and will not require additional actions on the part of teachers. 12 billion hryvnias are provided for the implementation of additional payments in the state budget, which will come from foreign partners.

The salary of teachers consists of the basic salary (tariff rate and tariff coefficient), as well as additional payments and allowances. The basic rate for a teacher is 3,195 hryvnias.

To increase motivation, allowances are provided, in particular for seniority, certification, prestige of work, knowledge of foreign languages ​​and complexity of work. These allowances can be from 10% to 50% of the basic salary, adding from 600 to 2,500 hryvnias to the salary, depending on experience and qualifications.

According to Education data, the salary of a teacher without experience is 6,693.9 hryvnias, which is almost half the average salary in this field — 12,649 hryvnias.

Salary allowances depending on length of service are established as follows:

  • more than 3 years — 10% of the official salary;
  • more than 10 years — 20%;
  • over 20 years — 30%.
