The Ministry of Finance of Ukraine will focus on digitalization of the budget planning process. As part of this initiative, the development of a new budget planning IT system is ongoing in cooperation with the public institution “Central Project Management Agency” (CPMA). “The IT system facilitates centralized management, consolidation and secure exchange of data between all participants in the budget process and automates key functions of the Ministry of Finance, which reduces the amount of manual information processing and time-consuming calculations in the process of collecting and processing budget requests”, – said Deputy Minister of Finance of Ukraine Oleksandr Hrubian.
According to him, the Ministry of Finance plans to use a new IT system to prepare the state budget of Ukraine for 2026. The Ministry of Finance emphasized that IT consolidation in the State Finance Management System is a strategic direction aimed at the harmonious development of information systems of state bodies that manage finances.
The main tasks include the effective exchange of information, the implementation of advanced global standards in the field of information technology management, and the optimization of public expenditures.
“Together with the IMF, we have developed a road map that provides for real steps towards IT consolidation. The first stage will be consolidation at the infrastructure level, and the next stage will be the creation of a common repository and the migration of applications as services that must be operated by an independent administrator. All this will be accompanied by changes into the regulatory framework”, – Hrubian explained.
