The Ministry of Finance is preparing a budget declaration for 3 years

The Ministry of Finance of Ukraine is working on the budget declaration for 2026-2028. The draft document takes into account the macroeconomic forecast of the Ministry of Economy as of mid-April. About this informs People’s Deputy Yaroslav Zheleznyak.
According to his data, the current version of the project contains the following expectations regarding the average exchange rate of the hryvnia against the US dollar:
- in 2025 — 43.3 UAH (43.7 UAH for December),
- in 2026 — 44.7 UAH (44.8 UAH for December),
- in 2027 — 45.2 UAH (45.3 UAH for December),
- in 2028 — 45.6 hryvnias (45.8 hryvnias for December).
Zheleznyak reminded that the government should adopt the budget declaration by June 1.
“Therefore, something may still change, but I don’t think it will be significant.” he noted.
Compared to the previous budget declaration for 2025–2027, approved in the summer of 2024, the forecast for the hryvnia exchange rate has improved.
Last year’s expectations included:
- in 2025 — 45.0 UAH (45.6 UAH for December),
- in 2026 — 46.5 UAH (45.9 UAH for December),
- in 2027 — 46.4 UAH (46.2 UAH for December).
The change in the forecast is related to the expected record volume of international financial aid to Ukraine in 2025. Also in April, the International Monetary Fund significantly revised its forecast for the exchange rate of the hryvnia against the dollar until 2030. According to updated calculations, in 2025 the average annual exchange rate will be 42.5 UAH/dollar (in October 2024, the IMF forecast 45.0 UAH/dollar).
