The Ministry of Health explained why the reconstruction of the damaged Okhmatdyt takes so long

The Ministry of Health explains that the reconstruction of the Okhmatdyt Children’s Hospital, destroyed as a result of the Russian attack, is a difficult and long-term process due to the high level of construction complexity of the facility. To carry out repair work, it is necessary to prepare design and estimate documentation and pass all stages of examination. About this during the briefing stated Deputy Minister of Health Edem Adamanov.

“The first main question that everyone always asks: why is it taking so long, why is it taking so much time? Let me remind you that compliance with state building regulations and technical standards is mandatory. Let me remind you that this object has the highest status of construction complexity. This means that it is impossible to build it without project and estimate documentation and without expertise.” – emphasized the deputy minister.

He emphasized that the state examination of documentation is designed to guarantee the quality and transparency of all processes, and is also necessary to determine the scope of work, types of materials and their cost. Adamanov emphasized that it is important to ensure the continuity of the hospital’s work during the recovery.

“It actually makes the restoration process very difficult. It’s both the noise level and the process that will take place, exactly how the structures will be placed, what the windows are, the sequence, how they are removed, how they are installed. It also takes time, unfortunately.”, he noted.

We will remind that in July 2024, as a result of a Russian missile attack, the “Okhmatdyt” children’s hospital was damaged. In particular, the toxicology building was destroyed and cannot be restored. The “Okhmatdytu” Charitable Fund was involved in collecting funds for the reconstruction. In July of the same year, according to the results of the competition, the most expensive offer won, but the agreement was later canceled, and the Ministry of Health announced a new tender through the Prozorro system.

Later, the National Police, other law enforcement agencies and a special commission of the Ministry of Health began to check the recovery process. The general director of the hospital, Volodymyr Zhovnir, was removed from his duties during the inspection period. A supervisory board was formed at the hospital, and in October 2024, the medical institution announced a tender for carrying out basic emergency work in the medical and diagnostic complex.
