The National Bank has determined the procedure for authorizing the activities of non-financial payment service providers

The National Bank of Ukraine within the framework of the implementation of open banking determined the procedure for authorizing the activities of providers of non-financial payment services, which will allow them to access user accounts.

In order to acquire the status of such a provider, a legal entity must go through the authorization procedure, which is carried out by including the relevant information in the Payment Infrastructure Register. The regulator defined the conditions and rules of this procedure, in particular: what documents must be submitted, what requirements are placed on the business reputation of the applicant, its managers and owners, as well as the procedure for including or excluding information from the Register.

In addition, requirements for the involvement of third parties and technological operators, as well as mechanisms for expanding, narrowing or terminating the authorization of activities, have been established. Changes have also been made to the current Regulation on the registration of payment systems, according to which information on the services of the technology operator in the context of open banking must be specified in the certificate of activity of the technological operator.

All new norms were approved by the resolution of the NBU Board No. 81 and will enter into force on August 1, 2025. This corresponds to the general plan of launching open banking in Ukraine in accordance with the Law “On Payment Services”.
