The National Bank has updated the procedure for supervising compliance with legislation on the protection of the rights of consumers of non-financial payment services

The National Bank of Ukraine updated the procedure for monitoring compliance with the legislation on the protection of the rights of consumers of non-financial payment services. About this informs NBU press office.

The regulator brought the supervision system into compliance with the provisions of Law of Ukraine No. 1591-IX of June 30, 2021 “On Payment Services”, which will enter into force and be implemented from August 1, 2025.

Amendments were made to the Regulation on the implementation by the National Bank of Ukraine of supervision over compliance by the objects of supervision with the legislation of Ukraine on the protection of the rights of consumers of financial services and limited payment services, as well as requirements for interaction with consumers in the settlement of overdue debts (hereinafter – the Regulation on Supervision). They provide for updating the procedure for supervising compliance with the legislation of Ukraine on the protection of the rights of consumers of non-financial payment services.

In addition, the changes provide for control over compliance with the requirements for advertising on the payment market in the part related to advertising of non-financial payment services, and also regulate the procedure for exchanging information between the National Bank and providers of non-financial payment services during supervision and processing the results of on-site supervision.

Corresponding changes to the Regulations on Supervision were approved by Resolution No. 75 of the Board of the National Bank of Ukraine dated July 8, 2025. The Resolution shall enter into force on August 1, 2025.
