The Navy will spend 788 million hryvnias on maintaining ships and crews abroad

The Ukrainian Navy will spend 788 million hryvnias on servicing ships and crews abroad. The Navy Command concluded an agreement with Kay Legal Factors LLC for the provision of transport agency services with a total value of UAH 787.82 million. About this informs Prozorro system.

According to the terms of the agreement, until the end of 2026, the contractor will provide the services of a port agent for the maintenance and provision of warships (boats) of the Armed Forces Navy and their crews abroad. The procurement was carried out as part of defense procurement without bidding, so other details of the deal are not being disclosed.

Kay Legal Factors LLC, founded in 2018 in Odesa, is owned by Yanina Znamerovska, the head of the company is Marina Lannik. The firm specializes in auxiliary transport services, commercial consulting, as well as legal activities.

On the website of the company “Key Legal Factors” the Dutch contact details are indicated. It says that the company provides specialized maritime legal services. The general director of the firm is international lawyer and lawyer Denys Keshkentiy, who in 2015 ran for the post of mayor of Odesa as a self-nominated candidate. This purchase was the company’s first state contract through the Prozorro system.

We will remind you that thanks to the support of international partners, Ukraine was able to restore the Naval Forces, which now number 90 ships and boats. In particular, Great Britain handed over to Ukraine two former minesweepers of the Royal Navy, which are currently stationed in the port of Portsmouth. According to the Montreux Convention, they will be able to enter the Black Sea only after the end of the war.
