The Parliament recognised the work of the Ministry of Education and Science on the production, delivery and quality of textbooks as unsatisfactory

Last week, the Committee on Education, Science and Innovation held a two-part meeting, the main topic of which was the discussion of the processes of textbook production, delivery and quality.
Committee Chairman Serhiy Babak spoke about the current situation with the provision of textbooks to schools.
In 2023, all the necessary textbooks were produced and delivered on time, which may have been the first time in 30 years. The committee then provided the Cabinet of Ministers and the Ministry of Education and Science with recommendations to improve the quality of textbooks, their production and delivery, in particular for children with special needs and in minority languages.
However, significant problems were identified in 2024:
- most of the recommendations remained unimplemented;
- the timing of textbook delivery was violated;
- no mechanism has been developed to provide textbooks to Ukrainian children abroad (sometimes they are delivered by private transport);
- the legal requirements for testing and procurement of interactive electronic textbook supplements have not been fulfilled;
- the quality of textbooks has not improved, and the competition procedures have remained unchanged.
These shortcomings and the lack of systemic improvement pose significant risks to the timely production and delivery of textbooks in 2025.
In view of the above, the Committee assessed the work of the Ministry of Education and Science on this issue as unsatisfactory and informed the Prime Minister of Ukraine in detail.
