The Verkhovna Rada voted for the creation of the System of Registration of Persons Affected by the Russian Federation and the Register of Information on Deported Children

In the first reading, the Verkhovna Rada of Ukraine supported the draft law, which provides for the creation of the System of Registration of Persons Victims of Russian Aggression and the Register of Information on Deported Children.

According to the information published on the official website Verkhovna Rada, responsibility for the formation and management of the list will be assigned to the Security Service of Ukraine, in accordance with the Law of Ukraine “On Combating Terrorism”.

The purpose of creating the Accounting System is to implement a single database of victims to determine the amount of support they need, as well as to speed up obtaining information about the damage caused from other state registers.

The main provisions of the document include:

  • Creating a public register of terrorist organizations;
  • Determination of the procedure for entering and excluding organizations from the register;
  • Regulation of other aspects related to the formation of this list.

People’s deputy Pavlo Frolov informs:

“Data will be entered into the Accounting System regarding the damage caused to the life and health of Ukrainians, in particular through:

  • death, disappearance;
  • injury or damage to health;
  • sexual violence;
  • torture, captivity;
  • loss of access to medical, social or educational services;
  • internal and external movement, etc.”

The accounting system will be the first step towards the creation of an effective system of support for the affected persons, which will allow recording the damage caused and promptly providing assistance to citizens.

It will be possible to submit an application to the System through the Action Portal or a mobile application.
