The UN will pay extra to some Ukrainian pensioners in 2025

The Ministry of Social Policy of Ukraine together with the UN continued for 2025, a program of financial assistance to some pensioners. This initiative is part of the humanitarian support provided to the most vulnerable categories of the population.

In 2025, the program remains relevant due to the difficult economic situation and the growing needs of the elderly. According to the Pension Fund, more than 10 million pensioners currently live in Ukraine.

According to the updated conditions, pensioners who meet one of the following criteria can receive assistance:

  • live in zones of active hostilities;
  • receive a state pension in the amount of less than 3,250 hryvnias per month;
  • have not received financial support from international organizations since March 1, 2023.

The list of territories considered to be combat zones is determined by Order No. 309 dated 12.22.2022 of the Ministry on Reintegration of Temporarily Occupied Territories. It includes: Dnipropetrovsk, Donetsk, Zaporizhzhya, Luhansk, Mykolaiv, Kherson, Chernihiv, Sumy and Kharkiv regions.

Retirees who do not meet any of the criteria are not eligible for the program. Also, payments are stopped if the recipient loses compliance with at least one of them.

In 2025, the list of aid recipients was expanded: now it also includes people with disabilities since childhood and children with disabilities. According to the Ministry of Social Policy, in general, more than 130 thousand citizens will be additionally involved in the program.

The amount of financial assistance is calculated as the difference between the actual pension and the fixed threshold of 3,250 hryvnias. For example, if the pension is 3,100 hryvnias, the benefit will be 150 hryvnias. These payments are a supplement to the state pension and are financed by international organizations in cooperation with the Ministry of Social Policy. Funds are credited to a bank account or can be delivered via Ukrposhta.

The program will last until mid-2025. Assistance is provided for a period of up to six months with monthly payments. The total volume of funding from UN structures exceeds 284 million hryvnias.
