The Verkhovna Rada opened access to strategic minerals: draft law No. 6227 was adopted

The Verkhovna Rada of Ukraine adopted draft law No. 6227 “On Amendments to Certain Legislative Acts of Ukraine Regarding the Update of the National Program for the Development of the Mineral and Raw Materials Base of Ukraine for the Period Until 2030 and Regulation of Certain Issues Regarding Minerals and Components of Strategic and Critical Importance.”

The draft law aims to update the program approved in 2011 and to make changes to the Code of Ukraine on Subsoil. This includes new approaches to the classification of minerals depending on their industrial and economic importance.

The update of the program also involves the introduction of modern digital technologies for the storage and use of geological information to ensure its availability for subsurface users.

The explanatory note to the draft law states that the new edition of the program significantly changes the financial component: the total amount of funding has been reduced to UAH 8.2 billion, of which UAH 6.3 billion is provided for the period 2011–2030. This is significantly less than the previously planned UAH 26.1 billion.

The changes contained in the draft law are aimed at the implementation of the reforms envisaged by the Plan of Ukraine for the Ukraine Facility, and contribute to the sustainable development of the economy and the strengthening of the state’s defense capabilities.
