British Prime Minister Keir Starmer said that Vladimir Putin will certainly violate the peace agreement with Ukraine if it does not have reliable security mechanisms. Speaking after a meeting with senior military officials, Starmer stressed that any ceasefire agreement would only be effective if there were security guarantees. These statements of the British Prime Minister were made in Northwood, during a meeting of the Permanent Joint Staff of representatives of 20 countries, where proposals for the introduction of a military contingent to Ukraine were discussed. A closed meeting in London brought together representatives of the so-called “Coalition of Volunteers”. Its purpose is detailed planning of a possible mission in Ukraine. The fundamental point is that the forces that can be deployed are positioned as a “deterrence group” and not a classic peacekeeping contingent. Starmer has made it clear that Britain and its allies are moving from political pressure to military planning, and that work must be completed before a peace agreement is reached. <h3>What is known about the troops of the “Coalition of Volunteer Countries”?</h3> The Coalition contingents in Ukraine will be combat forces, not peacekeeping. They will receive the status of “reassuring defense force”. These forces will have the official name – MFU (Multinational Force of Ukraine), i.e. Multinational Forces of Ukraine. They will protect Ukraine at sea and in the air. Their tasks will include the protection of cities, ports and key infrastructure of Ukraine. They are not affiliated with NATO. The MFU will be on the side of Ukraine and will have the task of protecting it from Russian aggression. Ceasefire enforcement will be monitored by the Armed Forces and Western intelligence services, not MFU forces. The contingent of the MFU will be small (20,000 people), since its task should be to provide defense, not offensive actions, which could lead to escalation. The MFU should create a powerful air defense capability for Ukraine, in particular, a list of countries that can provide combat aircraft to ensure a ceasefire is determined. Formations will be established in the Black Sea to enable safe navigation and unimpeded trade, including the planned armed maritime presence of the MFU. Among other things, the question of how to secure shipping lanes from mines and what type of deterrence a naval task force could take care of safety at sea is being discussed. Discussions continue among allies about what resources international forces should provide to Ukraine from what it does not yet have. <h3>How to protect the airspace?</h3> A senior official of the Royal Air Force (RAF) told the British authoritative publication <a href=”https://www.telegraph.co.uk/news/2025/03/20/uk-raf-police-skies-above-ukraine-russia/”>The Telegraph</a> on condition of anonymity. that the possibility of British air cover was discussed in a closed meeting. If the British military will be sent to Ukraine, they need air cover, – emphasized the interlocutor of the publication. The fact is that Britain does not send troops without air support. For this, Typhoon or F-35 fighters can be involved, which effectively perform air patrol and protection tasks. European countries have the ability to send fighter jets, but only the US and France are able to provide air control and early warning, including missile detection. The already quoted RAF source said that the British Army and Air Force would be among the first to enter Ukraine. “<em>The British are likely to be one of the first to commit, because everyone is targeting them. If the US is not leading the process, then Keir Starmer should be</em>”, <a href=”https://www.telegraph.co.uk/news/2025/03/20/uk-raf-police-skies-above-ukraine-russia/”>said</a> a senior official of the Royal Air Force. Air cover will be provided by different countries on a rotational basis. It has already been agreed to send six Typhoon fighters to Poland, where they will perform tasks within the framework of NATO’s increased presence. If necessary, they can be redirected to Ukraine. It was also discussed which countries can provide aircraft, where they will be based and how to organize refueling. <h3>Do not rely on the USA</h3> The participation of the USA in the European initiative remains in question. Allies are worried whether America will provide its air, satellite or intelligence cover for Europeans who will participate in deterring the aggressor country. <a href=”https://www.bbc.com/news/articles/ceqjd11l55wo”>BBC</a> reminds: “<em>Trump clearly told Europe that for the first time since World War II, the continent can no longer take US military support for granted</em>”. The European strategy is precisely to stop standing with an outstretched hand, hoping for Washington. Instead, the Allies seek to gather the best forces and organize deterrence to secure Ukraine from repeated aggression after the conclusion of a peace agreement. This does not rule out that the US will eventually join the MFU. Britain and France are talking about this possibility, hoping that their initiative will be convincing enough for the White House. As reported by the international agency <a href=”https://apnews.com/article/russia-ukraine-war-ceasefire-peacekeeping-troop-coalition-0f1928ab00d635ed8231b694ce4bbcb5″>Associated Press</a>, the number of international troops to maintain peace in Ukraine is not yet determined – the numbers sound from 10 to 30 thousand. It is known for certain that Britain and France are ready to send troops. Australia, Canada and Finland may join in a different form. At a closed meeting of 31 countries, Keir Starmer divided the planning into four areas: sea, sky, land and borders, as well as the recovery of Ukraine. As you know, Russia rejects the presence of NATO troops in Ukraine, and Trump does not give guarantees of reserve support for the United States in case of a ceasefire violation. The Western military contingent should give Ukraine confidence that a ceasefire violation will force Russia to face European forces, particularly aviation. In turn, EU leaders are discussing increasing defense spending and support for Ukraine with Zelenskyi in Brussels. Germany plans to allocate an additional 3 billion euros for military aid to Ukraine. Predictably, the Kremlin accuses Europe of militarization and declares that it has “become a party to the war,” allegedly in defiance of Putin and Trump’s efforts for a peace deal. <h3>What’s next?</h3> Emmanuel Macron plans to hold a meeting with a group of European leaders on Thursday, March 27, to discuss Ukraine and security in Europe. This was reported to <a href=”https://www.politico.eu/article/france-to-host-another-ukraine-summit-on-march-27/”>Politico</a> by three officials on condition of anonymity. The French president confirmed next week’s summit with the “coalition of the willing” and Ukrainian President Volodymyr Zelensky after a meeting at the European Council on Thursday night. “<em>We will complete work on the issues of short-term support for the Ukrainian army, the creation of a sustainable and effective model of the Ukrainian army to prevent Russian invasions, and we will also provide security guarantees that the European army,” he noted. The summit, which will take place on March 27, will be a continuation of Macron’s February and March meetings with European and NATO leaders, where defense guarantees for Ukraine and Europe were discussed. Swedish Prime Minister Ulf Kristersson promised that a “broader range” of leaders would come to the meeting, including those who had previously met in London, with the possible involvement of representatives from Canada and Turkey. All this will take place against the background of the EU’s efforts to strengthen its defense capabilities against the threat from Russia and political changes in the US under Donald Trump. On Monday in Saudi Arabia, the US will hold talks with Moscow and Kyiv on a possible ceasefire agreement. <h3>Turkey is among the allies</h3> According to the German publication <a href=”https://www.fr.de/politik/tuerkei-erwaegt-truppeneinsatz-in-der-ukraine-und-positioniert-sich-sicherheitspolitisch-in-europa-zr-93639054.html”>Frankfurter Rundschau</a>, Turkey also is considering the possibility of sending its military for a peacekeeping mission in Ukraine. Planning for this move is at an early stage. A condition for the deployment of Turkish troops is a ceasefire between Russia and Ukraine. The first shipments, according to media reports, will be limited to non-combat units that will have to monitor the implementation of a possible peace treaty. EU countries are rethinking their dependence on the US in the security sphere due to the growing uncertainty of transatlantic cooperation. One of the options is strengthening cooperation with Turkey. NATO Secretary General Mark Rutte called on EU countries to expand cooperation with Ankara and warned about the importance of Turkey’s inclusion in European defense initiatives. Turkish President Erdogan emphasizes the strategic priority of joining the EU and sees the future in the possibility of resuming negotiations on the customs union and simplifying the visa regime. <h3>Will Germany join, which the Constitution does not allow to participate in such associations?</h3> From the Bundeswehr, according to the publication <a href=”https://augengeradeaus.net/2025/03/moeglicher-einsatz-in-der-ukraine-eher-sicherungs-als-friedenstruppe/”>“Augen geradeaus”</a>, the commander of the new Operational Command, Alexander Solfrank, took part in the London negotiations. Germany is in a difficult situation when it comes to making a political decision regarding possible participation in such a multinational force. According to the Basic Law, the participation of the Bundeswehr in foreign missions is not foreseen through the so-called “Coalition of the Willing”. The Constitution states that for this there must be a system of collective security, usually the UN, NATO or, in some cases, the EU. However, the German government, with the consent of the Bundestag, has already deviated from this norm, for example, during the Counter Daesh mission in the fight against the Islamic State. So, we hope, the Germans will find an opportunity to join the forces that will protect Ukraine from Russian aggression. According to <a href=”https://www.welt.de/wirtschaft/plus255703302/Bahn-Lufthansa-Ruestungskonzern-Bundeswehr-bereitet-Wirtschaft-auf-den-Verteidungsfall-vor.html”>”Die Welt”</a>, the Bundeswehr is seeking the help of private companies to implement a secret plan that involves transporting a large number of soldiers, equipment and wounded in the event of an emergency or conflict.
