Ukraine is preparing to create a national bitcoin reserve

Preparations for the creation of a national strategic reserve in bitcoins have begun in Ukraine. This was stated by the First Deputy Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy Yaroslav Zheleznyak, informs Incrypted.

In the near future, it is planned to submit the corresponding draft law, which is currently in the finalization stage. As far back as February 2025, the deputy mentioned the development of an initiative involving the creation of crypto-reserves, but did not disclose details.

Kyrylo Khomyakov, head of Binance in the regions of Central and Eastern Europe, Central Asia and Africa, positively assessed Ukraine’s desire to create a cryptocurrency reserve. He noted that the implementation of such a step will require significant changes in the legislation and will not be quick, but it can provide greater transparency in the field of regulation of crypto-assets in the country.

As the current situation shows, the process of creating a unified regulatory approach to the regulation of cryptocurrencies in Ukraine is facing obstacles. In April, the Finance Committee approved a draft law on virtual assets, but the document was later withdrawn from consideration. According to Zheleznyak, the initiator of this decision was the Office of the President — against the background of comments from the National Commission for Securities and the Stock Market (NCSCFR).

In its turn, the NCCPFR denied involvement in blocking the draft law and sent a list of 80 amendments and comments to the parliament. Among the key proposals: the definition of a regulator in accordance with EU norms, the prohibition of automatic admission of issuers without national authorization, as well as the expansion of the functionality of tokens — in particular, the possibility of their use for exchange for goods and services.
