Ukraine’s budget for next year includes 1.82 trillion hryvnia for defense

In 2026, according to the base scenario, the state budget of Ukraine foresees spending on security and defense in the amount of 1.82 trillion hryvnias. About this it is said in the Budget Declaration for 2026-2028.
The document notes that even in the long-term conditions of war, global instability and the weakening of traditional alliances, the financing of the defense sector will remain the main budget priority. In the following years, a gradual decrease in expenses is foreseen: in 2027 – to 1.44 trillion UAH, in 2028 – to 1.38 trillion UAH. This is due to the forecast of an improvement in the security situation, which is expected as early as 2026.
These costs also include amounts for the implementation of medium-term state contracts for the purchase of weapons, equipment, and ammunition: in 2026 — 134.3 billion UAH, in 2027 — 124.4 billion UAH, and in 2028 — 10.9 billion UAH. The document also states the intention to continue financial support for developers of innovations in the defense sphere through the Brave1 program.
“In the conditions of a ceasefire in 2026, there is a challenge for the government of Ukraine regarding the need to preserve defense capability and military potential to repel the armed aggression of the Russian Federation against Ukraine,” – it is stated in the Budget Declaration.
In this context, Ukraine calls on international partners who are part of the Coalition of the Willing to create a specialized fund to support the security and defense sector.
The declaration also predicts a devaluation of the hryvnia: by the end of 2026, the rate may reach 44.8 UAH/$, and by the end of 2028 — 45.8 UAH/$1. Economic growth is also expected — by 4.5% in 2026, 5% — in 2027, and 5.7% — in 2028.
