Ukraine to update rules for transporting perishable products

The Cabinet of Ministers has supported draft amendments to the Law on Road Transport, which regulate certain aspects of the transportation of perishable products by road. The government’s representative in the Verkhovna Rada, Taras Melnychuk, announced this on Telegram.

The draft law introduces new terms, such as ‘isothermal vehicle’, ‘certificate of an isothermal vehicle’ and ‘perishable food’. It is also proposed to require the issuance of certificates for isothermal vehicles transporting perishable products.

The draft law provides for the implementation of the provisions of the Agreement concerning the International Carriage of Perishable Foodstuffs and of Special Vehicles, concluded in Geneva in 1970.

The document also proposes a one-year transition period (after the end of martial law) for the mandatory implementation of the Agreement’s requirements for the domestic transport of perishable goods.

The amendments are aimed at improving the quality and safety of perishable products during transportation, as well as ensuring equal conditions of competition for Ukrainian carriers in the international market.

In addition, the draft law provides for the establishment of requirements for organisations that carry out technical verification of compliance with the Agreement’s standards, as well as empowering the State Service of Ukraine for Transport Safety to inform the UNECE of the responsible persons authorised to issue certificates of isothermal transport for recognition by other countries party to the Agreement.
