Ukraine wants to change the system of vocational education

In Ukraine, it is proposed to reform the system of professional education, making it more effective and in line with modern needs. The Verkhovna Rada had registered the relevant bill No. 13107.

Deputies point out that the current Law of Ukraine “On Professional (Vocational and Technical) Education”, adopted back in 1998, no longer meets the challenges of the times and the demands of young people.

“For these 27 years, significant structural changes have taken place and continue to take place not only in the education system of Ukraine, but also in the labor market, to satisfy the requests and needs of which, in the sense of training high-quality human capital, the professional education system works.” – says the explanatory note to the draft law.

The document provides for the opportunity for citizens to obtain a new profession for free no earlier than three years after obtaining the previous qualification, provided that they have at least two years of insurance experience. The right to professional education is also granted to persons who have not obtained basic secondary education.

The draft law proposes to introduce a new financing system, which provides for the provision of subventions from the state to local budgets for the payment of teachers. At the same time, maintenance of the material and technical base of communal institutions of professional education will remain at the expense of local budgets.

Vocational education institutions will receive enhanced autonomy — they will be able to independently determine the rules for accepting applicants, develop educational programs and dispose of earned funds. It is also planned to implement an educational audit, which will allow to control the quality of the educational process and raise the standards of education.

The working hours of teachers are planned to be reduced to 36 hours per week instead of the current 40. Particular attention is paid to strengthening cooperation with employers — the expansion of public-private partnership mechanisms to improve the quality of education is planned.

The draft law also contains an update of the terminology — instead of “vocational and technical education” “vocational education” will be used, the term “pupil” will be replaced by “student”. In addition, it is proposed to unite 17 types of vocational and technical education institutions, including technical vocational schools, under the single name “vocational college”.
