Ukraine will change the approach to state procurement in universities

The Minister of Education and Science of Ukraine, Oksen Lisovyi, announced that the approach to state procurement in higher educational institutions will be changed in Ukraine. That’s what he’s about told during question time to the government.
“Today we have a general concept of state procurement, which is used both on a competitive basis and by various preferential categories according to the residual principle, which is unacceptable. Law No. 10399, which was voted in the first reading, today, together with the Committee on Education, Science and Innovation, we have significantly refined it, and we will propose it for consideration in the near future.”, – said Lisovyi.
He explained that the bill includes several new concepts. One of them is a radically different approach to state procurement, which will apply not only to certain categories of universities, but to all institutions of higher education.
“The state order should be exactly the state order – for those specialists whose needs the state predicts, calculates and is ready to pay for their training”. – emphasized the minister.
