US restrictions on Russian airstrikes undermine Ukraine’s defense capabilities: ISW
The prohibition of the United States and other Western countries on the use of weapons provided by them to attack military facilities in Russia creates serious problems for Ukraine, undermining its defense capabilities.

ISW analysts believe that the restrictions allow Russian troops and equipment to build up unhindered in border areas before hostilities begin, and also provide Russian aircraft with safe bases for strikes on Ukrainian positions.
On May 16, the spokeswoman for the US Department of Defense, Sabrina Singh, confirmed the unchanged position of the Biden administration regarding the ban on the use of American weapons to strike targets in Russia. The USA insists that the provided weapons should be used exclusively for the liberation of the occupied territories of Ukraine.
Previously, US Secretary of State Anthony Blinken also spoke out against the use of American weapons on the territory of Russia, but noted that Ukraine has the right to independently decide how to use them.
