Zelensky submitted a bill to the Verkhovna Rada on the unblocking of frozen assets of the Russian Federation.

The President of Ukraine, Volodymyr Zelenskyi, submitted to the Verkhovna Rada draft law No. 13268 on the unblocking of seized assets of the Russian Federation for their further use to protect the national interests of Ukraine. About this informs Head of ARMA Olena Duma.
The document allows the National Agency for Detection, Investigation and Management of Corruption Assets (ARMA) to manage seized assets of the Russian Federation and its residents without their consent.
“Finally, we can overcome this cynicism when, during a full-scale war, we are forced to ask the enemy for permission to control his assets.” – Olena Duma explained.
The draft law amends the Law of Ukraine “On the National Agency of Ukraine for Identification, Search and Management of Assets Obtained from Corruption and Other Crimes” and covers three main types of assets:
- movable property – can be sold without the consent of the owner based on the decision of the investigating judge or court, if it belongs to citizens of the Russian Federation, legal entities of the Russian Federation or companies with a share of Russian beneficiaries of 10% or more;
- immovable property – can be transferred for sale without the consent of the owner even before the conviction;
- corporate rights – the manager is not obliged to coordinate his actions with the owner, if the asset directly or indirectly belongs to the Russian Federation, its citizens or legal entities.
The draft law also provides for the introduction of a moratorium on the return of funds in the event of cancellation of the seizure of assets of citizens of the Russian Federation and its residents.
“This norm is of strategic importance to ensure the protection of Ukraine’s national interests in future lawsuits in connection with Russian aggression,” Duma stressed.
