After the launch of the second stage of land reform in Ukraine, 442.7 thousand agricultural lands were sold

Since the start of the second stage of land reform in Ukraine, 442,700 ha of agricultural land, which is 1.77% of the total area of ​​such land. This was announced by the Minister of Agrarian Policy and Food of Ukraine Vitaliy Koval.

“For more than 16 months that have passed since the launch of the second stage of land reform in Ukraine, 148,000 land plots for commercial agricultural production with a total area of ​​442,700 hectares were purchased under purchase and sale contracts. Given that the total area of ​​land for commercial agricultural production in Ukraine is 24.9 million hectares, since the opening of the land market for legal entities, bought only 1.77% of the total area of ​​such lands”. Koval noted.

As of January 1, 2024, legal entities purchased only 39,200 plots with a total area of ​​120.05 thousand ha, which is 27.1% of the total area of ​​commercial lands alienated under purchase and sale contracts.

In addition, the opening of the market contributed to the increase in the value of land. If in December 2023 the average price of one hectare was 38.8 thousand hryvnias, then in March 2025 it increased by 37% to 53.1 thousand. UAH This, in turn, increases the incomes of land owners who decide to sell them, and opens up new opportunities for farmers to receive land-secured loans.

“The approach to the opening of the land market turned out to be successful and balanced. In more than a year, only 0.48% of land for commercial agricultural production became the property of companies, and about two thousand legal entities concluded agreements.”, – emphasized the minister.

According to him, this shows that the mechanism is functioning – the opening of the market did not limit access to land for small and medium-sized agricultural producers, but, on the contrary, created additional opportunities for them to develop.
