Sources in the Biden administration confirm skepticism about Ukraine’s rapid progress toward full membership in NATO. Although the US is less concerned than Germany, the threat posed by Russia to other members of the alliance remains a serious factor. This decision is expected to disappoint Ukrainian President Volodymyr Zelenskyi, who was urged not to demand the “impossible” from the alliance.

Fears about excessive pressure on the issue of Ukraine’s membership and possible disagreements between member states also influenced the position of NATO leaders. Instead of clear terms, Ukraine will be offered a so-called “bridge” or “path” to accession. The support package will be aimed at strengthening the Ukrainian army and preparing for a rapid accession to NATO, when the leaders of the alliance deem it appropriate.
