Debt record: more than 700 thousand new debts from Ukrainians per year

In 2024, Ukrainians set an anti-debt record — the Unified Register of Debtors (UER) was replenished with 712,453 new entries. Since May of the same year, the number of debts has increased by 360,000, and the total number of debtors has reached almost 9 million. About this informs Опендатоб

Fines for traffic violations remain the most common cause of arrears — 1.8 million records, which is 21.4% of the total. Administrative offenses (1.7 million or 20.2%) and recovery for the benefit of the state budget (1.6 million or 18.5%) also account for a significant share of debts. Debts for communal services — 727,000 records — close the top four categories.

It is interesting that almost 22% of debts refer to documents that do not fall under certain categories.

Since the beginning of the full-scale war, the number of debts has increased by almost 2 million. For comparison:

  • In February 2022, 6.9 million debts were recorded.
  • In December 2024 — already 8.8 million.

An alarming signal was also the increase in the number of property foreclosures: over the year, the number of such cases increased by 24% and reached 15,600. And the number of confiscations in criminal cases (except corruption cases) increased by 17%, reaching 11.8 thousand.

The financial burden on Ukrainians is constantly increasing, and every fifth entry in the register concerns fines for traffic violations. This indicates not only economic challenges, but also the need to review the system of administrative penalties and debt control.
