During martial law, the “5-7-9% Available Loans” program helped issue 57,536 loans worth UAH 228.1 billion.
Since the beginning of 2024, under the Program, entrepreneurs have received 13,394 loans worth UAH 50.8 billion

Last week within the framework of the State Program “Affordable Loans 5-7-9%” was successful for entrepreneurs who received 275 soft loans for a total amount of UAH 0.72 billion. Of these, 213 loans were granted by banks of the state sector of the economy in the amount of UAH 0.39 billion, informs “Government Portal”.
Since the beginning of 2024, 13,394 loans for 50.8 billion UAH have been granted to entrepreneurs, of which 10,135 loans for 26.1 billion UAH from public sector banks.
During the martial law in Ukraine, 57,536 loans for UAH 228.1 billion were issued, of which 43,169 loans were for UAH 116.5 billion from public sector banks. As of July 22, 2024:
- UAH 21.75 billion is directed to investment purposes;
- UAH 62.53 billion – for working capital financing;
- UAH 39.24 billion – for agricultural producers;
- UAH 17.85 billion – for the processing of agricultural products;
- UAH 57.58 billion – for anti-war purposes;
- UAH 15.49 billion – for lending in the area of high military risk.
Since the start of the Program, 92,358 credit agreements for UAH 317.6 billion have been signed, including 63,645 agreements for UAH 143.2 billion from public sector banks.

The program is implemented by the Entrepreneurship Development Fund (FDF), the sole participant of which is the Government of Ukraine represented by the Ministry of Finance. The FRP concluded cooperation agreements with 46 banks, and the state continues to make all necessary compensatory payments for the benefit of businesses under the concluded credit agreements.

On December 27 of last year, in order to expand the opportunity for entrepreneurs to receive state support, the Government, on the initiative of the Ministry of Finance, made changes to the procedures for providing financial state support within the framework of the 5-7-9% Program. In particular, restrictions on receiving support for some categories of enterprises affected by hostilities were lifted. Also, as part of the agreements with the IMF, the 5-7-9% Program was focused exclusively on micro, small and medium-sized enterprises.
To optimize the Programs “Affordable Loans 5-7-9%” and “Affordable Financial Leasing 5-7-9%” in the conditions of martial law, the Government adopted Resolution No. 229 dated March 14, 2023. At the end of last year, the “Affordable Factoring” Program was also officially launched, a new financial instrument for providing working capital to MSMEs.
