From April 1, all reservations made under the old rules became invalid

As of April 1, 2025, all reservations made under the previous rules will no longer be valid. After this date, only those companies that have already updated their status as critical enterprises will be able to continue booking employees. About this reported Ministry of Economy of Ukraine.

“Since the beginning of the year, most honest companies have already reconfirmed their criticality in the relevant state bodies and rebooked their employees. The deferrals of overbooked employees remain valid after April 1.” – explained Deputy Minister of Economy of Ukraine Vitaly Kindrativ.

As of April 1, the validity of reservations made according to the old procedure will be terminated, and the standard procedure for reviewing reservation applications for critical enterprises will resume within 72 hours. Reservations will be possible only for companies that have received confirmation of criticality according to the updated requirements.

Businesses that have not yet updated their status must go through a new criticality verification process. After that, it is necessary to re-submit an application for the reservation of employees. In case the employee already has a valid reservation, it must be canceled first. All reservations are made exclusively in electronic format through the “Diya” portal – without the need for paper documents or internal orders.

Critically important enterprise status can be granted to a business that meets three criteria defined by government regulation. Two of them are mandatory: the average salary of employees is not less than 20,000 hryvnias and the absence of tax and social security debt.

The third criterion is optional: payment of taxes and fees of more than 1.5 million euros per year (in hryvnia equivalent at the rate of the NBU); foreign exchange receipts of more than 32 million euros per year (excluding loans and credits); strategic importance of the enterprise for the state; or significant importance for a separate branch of the economy or the needs of a specific territorial community.
