Kyiv ranked 15th among cities in 193 countries in the e-government ranking

According to the UN report “E-Government Survey 2024”, the capital of Ukraine, Kyiv, took the 15th place in the global ranking of cities for the development of e-government, showing significant growth compared to 2022. At that time, Kyiv was ranked 21st. The city received an index of 0.8542 according to the Local Online Services Index (LOSI), marking it as one of the cities with a very high level of development of electronic services.

Kyiv moved up 6 positions thanks to the introduction of new electronic services, which makes it one of the leading capitals in the field of e-government. However, it is still inferior to some leading cities on several criteria. For example, the most developed cities, such as Tallinn, Madrid or Riyadh, provide a wider range of electronic services that are deeply integrated into the daily life of residents. This includes services such as online vehicle registration, obtaining building permits or accessing health services through a single portal.

Another important difference between Kyiv and the leaders of the rating is the level of citizen involvement in decision-making. In leading cities, citizens have the opportunity to actively influence political and management processes through online platforms where they can vote, discuss projects or participate in budget formation. Leaders also pay more attention to increasing the digital literacy of the population, offering online courses and consultations for various categories of citizens.

Despite significant progress, Kyiv still lags behind the five leading cities in several important indicators:

  • Integration of electronic services. Leaders offer a wider range of online services, more deeply integrated into everyday life. For example, in such cities, online vehicle registration services, building permits, and obtaining medical services are available through a single portal.
  • Participation of citizens. Leading cities have developed platforms for electronic participation, where citizens can influence city decisions through online voting, project discussions and participatory budgeting.
  • Development of digital literacy. Leaders are investing in educating citizens to use e-services by offering online courses and offline consultations for different age groups.
  • Technological standards. City leaders’ portals meet the highest standards of accessibility, including adaptation for people with special needs, support for different languages ​​and optimization for mobile devices.

The Local Online Services Index (LOSI) is part of a UN study that assesses the level of development of electronic services in the largest cities of 193 countries. The index takes into account 95 indicators grouped into six main categories, including institutional framework, service delivery, e-literacy and technological accessibility. The ranking helps cities evaluate their achievements, compare them with the results of others and identify areas for further improvement.
