Head of Mykolaiv MSEC found to have illegal income and her son has Russian passport

Law enforcement agencies searched the head of the Mykolaiv Medical and Social Expert Commission (MSEK) and her son as part of an investigation into a corruption scheme to evade mobilization. During the search, $450,000 in cash and a collection of jewelry were seized. This was reported by Security Service of Ukraine (SBU) and Office of the Prosecutor General (OGP).
Although the name of the official is not mentioned, according to the YouControl resource, Mykolayiv MSEK is headed by Vira Belyakova. The investigation revealed that she hid her illegally acquired jewelry at various addresses, a significant part of which was found in her son’s apartment.
According to investigators, Belyakova’s son is an intern at a medical institution and a citizen of the Russian Federation. During the searches, it was discovered that he has a Russian passport, which he issued before the start of the full-scale war at the former Consulate General of the Russian Federation in Odesa.
In order to hide her illegal income, Vera Belyakova issued three apartments for her son. Together, they also issued a second disability group, which allowed them to receive additional benefits and social benefits from the state.
According to official data, during the years 2015-2023, Belyakova declared an income of approximately 2 million hryvnias, which raises suspicions about the origin of other significant wealth. Currently, the law enforcement officers are preparing to announce the suspicion of the head of Mykolaiv MSEK.
This case took place against the background of a number of corruption scandals in the system of medical and social expert commissions. Earlier, on October 4, the head of Khmelnytskyi MSEK Tetyana Krupa was exposed, who together with her son, the head of the regional Pension Fund, illegally enriched themselves by millions of dollars. The Pechersk District Court of Kyiv subsequently arrested Krupa with an alternative bail of more than 500 million hryvnias.
The Ministry of Health conducted inspections and annulled the conclusions of the Khmelnytskyi MSEK regarding the establishment of disability for 74 conscripts. President Volodymyr Zelenskyi initiated a meeting of the NSDC to consider problems in medical and social expert commissions and promised a decisive reaction at all levels.
