In Ukraine, the rules for managing apartment buildings are changing

The Cabinet of Ministers of Ukraine approved the resolution on the launch of an experimental project on the implementation of the Multi-apartment Building Management System. The implementation of the new initiative will last until the end of 2026 and will become an important stage of housing policy reform.

The condominium association envisages the creation of a single electronic system “Nash Dim”, which will store all information about multi-apartment buildings and activities of the condominium association. This includes data on the technical condition of buildings, decisions of co-owner meetings, condominium documents, as well as statistical and analytical information.

Apartment owners will have the opportunity to: view up-to-date information about their home, participate in online meetings and voting, and receive reports on condominium activities in digital format.

For condominiums and managers, the system will ensure the storage of documents in secure digital repositories, as well as provide tools for reporting.

As explained in Ministry of Development of Communities and Territories, the new system aims to:

  • Unify approaches to the management of multi-apartment buildings.
  • Increase transparency in decision-making.
  • Reduce the influence of the “human factor” on management processes.
  • Expand access to information about the technical condition of the common property of co-owners of apartment buildings.
  • Implement tools for collecting informational, analytical and statistical data necessary for making effective decisions in the process of implementing housing policy, both within a separate territorial community and at the state level.

Digitization will eliminate corruption risks in the management of the housing stock, in particular, in holding meetings of co-owners and keeping protocols.

The system will interact with other state electronic systems, including the Unified State Electronic System in the field of construction. The Register of Management of Apartment Buildings will also be created within the SUBB, which will contain structured information about each building.

The Cabinet of Ministers defined the procedures for filling and maintaining the system, the functional capabilities of the SUBB, including electronic cabinets, and the powers of the holder, administrator, and technical administrator of the system.

According to the government, the implementation of the SUBB will ensure transparency and convenience in the interaction of residents with building managers. Notices on front doors will replace online reports, and all condominium decisions will be stored digitally. The experimental project will be an important step towards the modernization of the housing sector and the improvement of the quality of management of multi-apartment buildings in Ukraine.
