Kyiv, Odessa and Kharkiv regions lead in number of language law violations: Ombudsman’s report

In the first half of 2025, the largest number of cases of violations of language legislation were recorded in Kyiv, as well as in Odesa, Kharkiv and Dnipropetrovsk regions. About this informed press office of the Commissioner for the Protection of the State Language.

According to the data, during the six months of this year, the Secretariat of the Language Ombudsman conducted 656 measures of state control regarding compliance with the norms of the use of the Ukrainian language. Of these, 549 inspections were initiated in 2025. As of July 15, 521 inspections have been completed, and another 135 are still in progress.

“According to the results of state control measures, 524 violations were established, 388 protocols on administrative offenses were drawn up, and 136 warnings were issued to business entities for violating Article 30 of the Law on Consumer Services.” – the message says.

The report notes that language legislation was most often violated in the following areas:

  • user interfaces – 36% of cases (according to Article 27);
  • customer service – 26% (Article 30);
  • information for general reference – 22% (Article 28).

In addition, during the first half of the year, the ombudsman received 1,410 appeals from citizens regarding violations of the language law — 348 more than in the same period of 2024.
