Legal charity without control: almost all NGOs did not submit annual financial statements

On June 18, 2025, the State Statistics Service released fresh data on the financial reporting of public and charitable organizations — and they show a persistent problem that began long before the war. 89% of public organizations did not submit annual reports for 2024. These are over 92,000 non-profit organizations across the country. It was reported The opendatabase.

Compared to the previous year, the number of those who ignored reporting increased by 2,225 organizations. And while there was a slight dip in 2022-2023, it was temporary — the numbers are now back to normal.

Almost the same situation in the field of charity. 77% of charitable foundations did not submit a report for 2024 — that’s more than 23,000 organizations. Compared to 2023, there were 965 more funds. That is, the tendency to ignore is not a consequence of the war — on the contrary, in 2021, even before the invasion, 97% of the GO and 94% of the BF did not submit reports. In fact, the beginning of hostilities even slightly disciplined the sector.

Among the regions controlled by Ukraine, Kyiv region has the worst indicators — 90.5% of public organizations did not submit reports. Among charitable funds, Chernivtsi region is the leader in non-compliance — 80% of funds did not report.

However, there are those who not only submitted reports, but also disclosed large amounts of income. Among public organizations, “Ukraine Nepomozhna – 2023” from the Mykolaiv Oblast is in the lead – UAH 6.1 billion. Next come:

In the charity sector, the list is topped by “Return to Life” from Kyiv – UAH 4.9 billion. Also among the leaders:

– Kyiv Children and Youth Support Center — UAH 2.7 billion

– “Caritas of Ukraine” from Lviv — UAH 2.6 billion

– “100 percent of life” from Kyiv – UAH 2.3 billion

At the same time, the country’s largest charitable fund “Return Alive” not only declared the largest income, but also, according to its own words, publishes more information than the law requires.
