Men may be allowed to update later for half the fine

Deputies of the Verkhovna Rada proposed an innovation that would allow conscripts, conscripts and reservists to independently apply to territorial recruitment and social support centers (TCC and SP) to clarify their personal data with the possibility of paying a fine of 8.5 thousand hryvnias, instead of the standard 17 thousand UAH This initiative is presented in draft law No. 12093.
What does the bill propose? According to the explanatory note to the draft law, the changes will simplify the process of consideration of administrative offenses provided for in Articles 210 and 210-1 of the Criminal Procedure Code. Citizens who have not updated their data without valid reasons within the specified period will be able to independently initiate the process of rectifying the situation through the electronic account of the conscript and pay 50% of the minimum amount of the fine — 8.5 thousand hryvnias.
This innovation became relevant after the entry into force of the law on mobilization on May 18, 2024, which obliged all conscripted citizens to clarify their data within 60 days at the TCC, TsNAP or through an electronic cabinet. The last day to fulfill this requirement without violations was July 16, 2024.
In addition to the ability to update data late, the system offers a significant simplification of the process. Thanks to the electronic cabinet, conscripts, conscripts and reservists will be able not only to submit an application, but also to take advantage of a 50% discount on the administrative fine by paying it online.
People’s deputies emphasize that this initiative is aimed at ensuring the relevance of data in the Unified State Register of conscripts, conscripts and reservists, which is also an important condition for further economic booking of citizens and other important functions of the electronic cabinet. The draft law will not only facilitate the process for citizens, but also contribute to the flow of funds from fines to the budget.
It is predicted that after the adoption of this draft law, a significant number of conscripts will take advantage of the opportunity to update their data late, which will positively affect the completeness and relevance of the registers.
